Corral Hollow Sanitary Landf - 2 - 17 November 20 . .,
a 4
extent of the existing closure cap has been defined, the Discharger proposes to extend the
cap using a geocomposite clay liner (GCL), covering the GCL with native onsite soils, relocate
the perimeter road, and relocate the drainage ditch. The Discharger proposes to extend the
GCL to the eastern edge of the existing landfill road.
Staff approves the proposed Phase 2 Investigation plan with the following conditions:
1. The horizontal extent of refuse encountered in excavation 1 shall be defined. The
Discharger shall excavate to a depth of 12 feet east of the landfill road in the vicinity of
the original excavation.
2. The Discharger shall define the limits of refuse northwest of excavation 1 either by
potholing or excavation. If refuse is encountered northwest beyond excavation 1, the
Discharger shall extend the GCL barrier across this area as needed.
3. The Discharger has not defined the horizontal extent southeast of refuse encountered
in excavation 3. The Discharger shall explore by potholing or excavation southeast of
excavation 3 and extend the investigation southwest toward the approximate edge of
closure cap parallel with the retention pond as shown in the submitted Figure 2. If
refuse is encountered, the Discharger shall define the extent of refuse and extend the
GCL liner as needed.
4. The Discharger proposes to excavate an approximate 3,600 cubic yards from the onsite
retention pond to be placed as cover and vegetative layer. The excavation and grading
of this area will likely require a construction storm water permit. The Discharger shall
notify the Regional Water Board storm water unit and apply for the applicable permit.
5. Please provide a time schedule of the work to be performed. Please notify all
regulatory agencies a minimum of 48 hours in advance of the scheduled work. This
includes the California Intergrated Waste Management Board and San Joaquin County
Environmental Health Department.
6. The Discharger shall submit a Report of Waste Discharge in the form of a Joint
Technical Document in accordance with Title 27, Section 21585(a) —(c), and update the
Closure/Post Closure Maintenance Plan. Once this information has been submitted,
staff will update the Waste Discharge Requirements for the cover extension.
If you have any questions please contact me at (916) 464-4737.
odd A. Del Frate P.G.
Engineering Geologist
Lower San Joaquin River Watershed
Discharge to Land Unit
