The Discharger proposes to extend the <br /> GCL to the eastern edge of the existing landfill road. <br /> Staff approves the proposed Phase 2 Investigation plan with the following conditions: <br /> 1. The horizontal extent of refuse encountered in excavation 1 shall be defined. The <br /> Discharger shall excavate to a depth of 12 feet east of the landfill road in the vicinity of <br /> the original excavation. <br /> 2. The Discharger shall define the limits of refuse northwest of excavation 1 either by <br /> potholing or excavation. If refuse is encountered northwest beyond excavation 1, the <br /> Discharger shall extend the GCL barrier across this area as needed. <br /> 3. The Discharger has not defined the horizontal extent southeast of refuse encountered <br /> in excavation 3. The Discharger shall explore by potholing or excavation southeast of <br /> excavation 3 and extend the investigation southwest toward the approximate edge of <br /> closure cap parallel with the retention pond as shown in the submitted Figure 2. If <br /> refuse is encountered, the Discharger shall define the extent of refuse and extend the <br /> GCL liner as needed. <br /> 4. The Discharger proposes to excavate an approximate 3,600 cubic yards from the onsite <br /> retention pond to be placed as cover and vegetative layer. The excavation and grading <br /> of this area will likely require a construction storm water permit. The Discharger shall <br /> notify the Regional Water Board storm water unit and apply for the applicable permit. <br /> 5. Please provide a time schedule of the work to be performed. Please notify all <br /> regulatory agencies a minimum of 48 hours in advance of the scheduled work. This <br /> includes the California Intergrated Waste Management Board and San Joaquin County <br /> Environmental Health Department. <br /> 6. The Discharger shall submit a Report of Waste Discharge in the form of a Joint <br /> Technical Document in accordance with Title 27, Section 21585(a) —(c), and update the <br /> Closure/Post Closure Maintenance Plan.
