SAN 10AQUIN <br />'t j .1 <br />Environmental Health Department <br />AMExDFM <br />10/17/2019 <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />ULTA BEAUTY #1143 <br />2292 Daniels St, Manteca <br />October 10, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />102 <br />CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br />OBSERVATION: <br />A closed container about half filled with a yellow solution and labeled "Ship Shape," and a closed container about <br />half filled with a blue solution and labeled "Disinfectant Solution," were observed next to a sink in the Ulta Salon <br />(see photos IMG 8616-19). Each container contained hair tools, such as hair brushes, combs, and clips, <br />submerged in the yellow and blue solutions. A bottle labeled Redken was also found submerged in the yellow <br />solution. According to Casey C., Salon Manager, the yellow solution is made from Ship -Shape Comb & Brush <br />Cleaner powder and the blue solution is made from Barbicide (a liquid), a germicide, psuedomonacide, fungicide, <br />& virucide (IMG 8620). Casey stated the yellow solution is used to clean the hair tools used by the Salon <br />employees, and the blue solution is used to disinfect the hair tools. The Barbicide container was labeled <br />"Corrosive. Cause Irreversible Eye Damage And Skin Burns." and "Pesticide wastes are acutely hazardous" (IMG <br />8621). Also, according to the Barbicide Concentrate Safety Data Sheet (SDS), Barbicide Concentrate is a category <br />3 flammable liquid, under Occupational Safety and Health Administration (OSHA) regulations. The Ship -Shape <br />bag was labeled "Warning: Causes Skin Irritation" and "Causes Serious Eye Irritation" (IMG 8620, 8622). Casey <br />stated that the Barbicide and Ship Shape solutions are made once at the beginning of each day, used to clean and <br />disinfect the Salon's hair tools throughout the day, and then both solutions are poured down the Salon's sink drain <br />at the end of each day. <br />REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br />as specified in Title 22 California Code of Regulations (CCR). There are wastes that are listed as hazardous <br />wastes. There are wastes that exhibit one or more of the hazardous waste characteristics: toxic, corrosive, <br />reactive or ignitable. <br />CORRECTIVE ACTION: Immediately stop disposal of the Barbicide and Ship Shape solutions down the drain, <br />make a hazardous waste determination for each waste , and manage it according to Title 22 CCR. Use Safety <br />Data Sheets (SDS), waste sampling and test results or other knowledge to support your hazardous waste <br />determination. Waste testing must be done using methods specified in Title 22 CCR including sections <br />66261.20-24. <br />Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current <br />storage and labeling for wastes determined to be hazardous wastes.
