OBSERVATION: The UDC 1/2, 3/4, 5/6, and 7/8 have multiple open cups on the bottom of the UDCs thus having multiple low points. The 208 sensor is placed in one of the open cups.There are also barriers in the UDCs that prevent liquid from all areas to reach the sensor. The barriers and multiple low points result in the sensor not located to detect a leak at the earliest opportunity. REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: Immediately relocate this sensor to the lowest point of the UDC 1/2, 3/4, 5/6, 7/8. This is a Class II violation. 306 HSC 25291(e)Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). OBSERVATION: Liquid was observed in the 91 STP sump and UDCs 1/2 and 5/6. REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. CORRECTIVE ACTION: The service technician removed approximately 2 pints of liquid from the 91 STP sump, UDC 1/2 and UDC 5/6. Ensure that all sumps and annular spaces are maintained free of liquid. This is a repeat violation, Class II. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 5/13/2021. To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having them sign.
