Environmental Health Department AMENDED 7/7/2021 Underground Storage Tank Program Inspection Report Date: April 27, 2021 Facility Address: 121 S CENTER ST, STOCKTON Facility Name: 7-ELEVEN #38153 SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) RemarksItem # 210 CCR 2715(c) Failure to provide initial training, train every 12 months, and have a trained employee present. OBSERVATION: The designated operator employee training for Mann Singh was not performed according to manager Jesse Singh. Mann Singh was hired 4/23/2021, and was the only employee observed on site upon arrival for inspection. REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual performs the duties of a facility employees. The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility’s best management practices 2. Employee’s role with regard to monitoring equipment as specified in the facility’s monitoring plan 3. Employee’s role with regard to spills and overfills as specified in the facility’s response plan 4. Name of the contact person(s) for emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least one of the facility employees present during operating hours shall have current training. CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of the training records to the EHD. This is a repeat violation, Class II. 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). OBSERVATION: Water was found in the (87, 91, and Diesel) STP sump. REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. CORRECTIVE ACTION: The service technician removed in total approximately half a gallon of liquid from the (87, 91, and Diesel) sump and returned the sensor to its proper location. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the (87, 91, and Diesel) STP sump under permit and inspection of the EHD.
