From the investigation, we found that the dark area is <br />aggregate base (A.B) comprised of dark stone, and not of any hazards substance such <br />as oil. <br />AB was placed in the area to fill low spots in the drainage ditch couple of years ago. <br />The unused stockpile of AB was distributed in the area, which we now see. A.B's <br />inherently dark color and the low surrounding vegetation in the area, makes the area <br />covered with AB quite noticeable. Attached are some pictures our LL staff took. <br />From the investigation, it is evident that the area is not a hazardous substance or <br />leachate seeping from the landfill in the area. I hope this addresses your concern. From past communications, we had the impression that the black spots <br />area was in shell oil's pipeline easement which abuts the landfill's north eastern <br />property boundary. Your photos clearly identifies that the black spot is not <br />1/4/2010 <br />
