From the investigation, we found that the dark area is
aggregate base (A.B) comprised of dark stone, and not of any hazards substance such
as oil.
AB was placed in the area to fill low spots in the drainage ditch couple of years ago.
The unused stockpile of AB was distributed in the area, which we now see. A.B's
inherently dark color and the low surrounding vegetation in the area, makes the area
covered with AB quite noticeable. Attached are some pictures our LL staff took.
From the investigation, it is evident that the area is not a hazardous substance or
leachate seeping from the landfill in the area. I hope this addresses your concern. Let
me know if you have any other questions.
Thanks
JOYESH CHANDRA
SAN JOAQUIN COUNTY
PUBLIC WORKS DEPARTMENT
SOLID WASTE DIVISION
PH: (209) 468-3066
Fax: (209) 468-3078
From: Joyesh Chandra
Sent: Tuesday, December 22, 2009 10:43 AM
To: 'Alfonso Arambula [EH]'
Cc: Robert McClellon; Michael Carroll; Jaime Perez; Billy Baier
Subject: RE: Corral Hollow - Black Spot Concern
Hello Alfonso
Thanks for the sending the photos of black spot area at Corral Hollow Landfill.
According to the photos, we now understand that the black spot area of concern
is located at the south western corner of the Landfill, directly uphill from the flare
station. From past communications, we had the impression that the black spots
area was in shell oil's pipeline easement which abuts the landfill's north eastern
property boundary. Your photos clearly identifies that the black spot is not
1/4/2010
