There is no suitable nesting <br /> habitat for species such as tricolored blackbird and least Bell's vireo. <br /> There is no well-developed riparian forest vegetation or scrub-shrub vegetation <br /> for riparian brush rabbit. The site does not provide suitable aquatic habitat for <br /> any species of fish, western spadefoot, California red-legged frog, California tiger <br /> salamander, or western pond turtle and due to its ephemeral flow regime, <br /> Bieghle Drain does not contain suitable aquatic habitat for these species. There <br /> are no vernal pools or seasonal wetlands in the site for vernal pool branchiopods <br /> (i.e., fairy and tadpole shrimp). There are no blue elderberry shrubs in the site, <br /> precluding the potential occurrence of valley elderberry longhorn beetle. <br /> CRITICAL HABITAT: The site is not in designated critical habitat for California red- <br /> legged frog (USFWS, 2006), federally listed vernal pool shrimp or plants <br /> (USFWS, 2005a), California tiger salamander (USFWS, 2005b), valley elderberry <br /> longhorn beetle (USFWS, 1980), delta smelt (USFWS, 1994), Central Valley <br /> steelhead (NOAA, 2005), or any other federally listed species (Attachment E). <br /> SAN JOAQUIN COUNTY MULTI-SPECIES HABITAT CONSERVATION AND OPEN SPACE <br /> PLAN (HCP): The project will participate in the HCP (SJCOG, 2000), which <br /> involves the payment of fees and implementation of ITMMs to avoid impacts on <br /> nesting birds and other special-status species. The site is mapped as <br /> "Agricultural Habitat Open Spaces" in the HCP and the 2022 per-acre fee is <br /> $19,561.00 per acre (Attachment F). <br /> Conclusions and Recommendations <br /> • The site consists of a small home site and a disked grassland field that is <br /> biologically unremarkable. <br /> • No jurisdictional Waters of the U.S. or wetlands were observed in the site. <br /> The site is a leveled field that has been subject to intensive farming for <br /> 2706 Pock Lane: Biology 23 November 23, 2021 <br />
