Utilities that extend <br /> into the construction area and are scheduled to be abandoned should be properly capped at the <br /> perimeter of the construction zone or moved as directed in the plans. CTE personnel shall observe <br /> and confirm that all asphalt and concrete debris, vegetation, other organic material has been <br /> adequately removed in all proposed improvement areas. <br /> Following removal of debris and stripping, 24 inches of soil should be excavated, and 12 inches <br /> of the exposed native soil should be scarified, moisture conditioned to 3% above optimum, and <br /> compacted between 88-92%relative compaction per ASTM D1557. <br /> Special moisture conditioning of engineered fills during earthwork operations as well as pre- <br /> saturation of subgrade soils prior to structure foundation or surface improvement construction <br /> should be performed. Further subgrade treatment or removal and replacement may be required to <br /> mitigate hazards posed by expansive soils. <br /> Upon the completion of prepared areas, the exposed subgrade should be verified by a CTE <br /> representative to consist of intact,relatively undisturbed native soils. If such soils are not observed <br /> at this level, additional removal may be required. <br /> 5.2 Grading and Earthwork <br /> Soils generated from the site are not considered acceptable for engineered fill without mitigating <br /> their expansion potential. Import soils proposed for engineered fill should have an Expansion <br /> Index(EI)less than 20. Particles greater than 3 inches should be removed if they are likely to come <br /> into contact with one another during placement, and 20% to 80% of the soil particles should pass <br /> the #200 sieve. Imported fill meeting the requirements should be placed in 8-inch loose lifts, and <br /> moisture conditioned to at least optimum moisture content and should be compacted to at least <br /> 90% relative compaction per ASTM D1557. A CTE representative should approve all imported <br /> soils prior to delivery to the site. <br />
