northern part would be connected to Pock Lane by one street and to Loomis Road by <br /> another street. The proposed lots would be served by internal streets with a pavement width <br /> of approximately 36 feet and sidewalks six feet in width on each side. All internal streets <br /> would have curb, gutter, and sidewalk improvements installed on both sides in accordance <br /> with County standards. Curb, gutter, and sidewalk improvements would also be installed <br /> on the sides of Loomis Road and Pock Lane directly fronting the project site. <br /> All lots within the 3009 Pock Lane subdivision would be served with potable water and <br /> sanitary sewer lines (Figure 2-2B).As with the 2706 Pock Lane subdivision,potable water <br /> service would be provided by Cal Water, and sanitary sewer service would be provided by <br /> the City of Stockton. Existing water and sewer mains are in the vicinity of the project site, <br /> so no new mains would need to be constructed.All internal streets would have public utility <br /> easements approximately 10 feet in width on each side. <br /> The 3009 Pock Lane site would be served with storm drainage collection lines. As noted, <br /> the proposed subdivision map designates a location for a basin. The basin would collect <br /> drainage from both the 3009 Pock Lane site and from the 2706 Pock Lane site via a pipeline <br /> beneath Pock Lane. The collected drainage would then be discharged to a new storm drain <br /> force main, approximately 1,700 feet in length to an existing 72-inch diameter storm drain <br /> line at the intersection of South B Street and 131 Street to the northwest(Figure 2-2C). The <br /> force main would be constructed within the proposed development and existing right-of- <br /> way along D Street and 131 Street. <br /> 2.3 Permits and Approvals <br /> The project shall require the approval of the tentative subdivision maps by the County <br /> Planning Commission. A decision by the Planning Commission can be appealed to the <br /> County Board of Supervisors. The County Board of Supervisors shall approve final <br /> subdivision maps, with findings that the final maps are in substantial compliance with the <br /> tentative maps of the approved major subdivision applications and that the final maps <br /> conform to all requirements of the State's Subdivision Map Act. <br /> The project site is currently zoned AU-20—Agriculture-Urban Reserve,20-acre minimum. <br /> The project applicant proposes to rezone the site R/L — Low Density Residential. The <br /> County Board of Supervisors would be required to approve the proposed rezoning, with <br /> recommendation from the County Planning Commission. <br /> Connection to the City of Stockton's sanitary sewer and storm drainage systems would <br /> require approval from the City's Municipal Utilities Department. As the project site is <br /> outside the City limits of Stockton, and no annexation to the City is proposed, the <br /> connections would also require approval of an Out-of-Area Agreement by the San Joaquin <br /> Local Agency Formation Commission (LAFCo). Any work within Duck Creek, even if it <br /> does not directly affect the creek or its banks, would require an encroachment permit from <br /> the Central Valley Flood Protection Board; no such work is planned at this point in time. <br /> Pock Lane Public Review Draft IS/MND 2-3 May 2022 <br />
