3.0 ENVIRONMENTAL EVALUATION CHECKLIST
The following environmental evaluation considers the potential environmental effects of
County approval of the proposed project, as described in Chapter 2.0, Project
Description. The format of this evaluation is based on the Environmental Checklist
presented in CEQA Guidelines Appendix G.
3.1 AESTHETICS
Less Than
Significant
Except as provided in Public Resources Code Section 21099, Potentially with Less Than
would the project: Significant Mitigation Significant
Impact Incorporated Impact No Impact
a)Have a substantial adverse effect on a scenic vista?
b)Substantially damage scenic resources,including,but not
limited to,trees,rock outcroppings,and historic buildings
within a state scenic highway?
c)In non-urbanized areas,substantially degrade the existing
visual character or quality of public views of the site and its
surroundings?(Public views are those that are experienced
from publicly accessible vantage point.)If the project is in
an urbanized area, would the project conflict with applicable
zoning and other regulations governing scenic quality?
d)Create a new source of substantial light or glare which
would adversely affect day or nighttime views in the area?
NARRATIVE DISCUSSION
Environmental Setting
The project site consists of mostly flat vacant land once used for agriculture. Two single-
family residences, both on Pock Lane, occupy adjacent parcels to the site. Duck Creek
traverses the project site; however, it is channelized and has only grasses and reeds. Trees
in the area are associated with the on-site and adjacent residences.
The project site is within a developing area. Urban development is visible to the north,
west, and east. South of the 2706 Pock Lane site is an orchard. The most prominent
visual features in the area are Duck Creek, residences and utility poles along Pock Lane,
the orchard, and radio station towers south of the 3009 Pock Lane site.
Pock Lane Public Review Draft IS/MND 3-1 May 2022
