Mitigation Measures:
GEO-1: The project shall incorporate all standards and actions recommended
in the geotechnical report Geotechnical Engineering Investigation,
New Residential Subdivision, 2706 Pock Lane, Stockton, California
95205, APN 179-120-13 & 179-120-14, prepared by CTE Cal, Inc. and
dated March 30, 2021, into the design and construction of the entire
project. Standards and actions include the seismic design criteria
specified in the report, and actions related to grading and earthwork,
foundations, and retaining walls if required.
Significance After Miti ag tion: Less than significant
a-iii) Other Seismic Hazards.
Liquefaction generally occurs in areas where moist, fine-grained, cohesionless sediment
or fill materials are subjected to strong seismic ground shaking. Under certain
circumstances, seismic ground shaking can temporarily transform an otherwise solid,
granular material to a fluid state. Liquefaction is most often triggered by seismic shaking,
but it can also be caused by improper grading, landslides, or other factors. Neither the
California Geological Survey nor the U.S. Geological Survey has mapped any
seismically induced liquefaction hazard zones in the Stockton area (City of Stockton
2018). This was confirmed by the geotechnical report, which also stated that the
possibility of large differential settlements due to seismic dry sand settlement or
liquefaction is considered low (CTE Cal 2021). Project impacts related to other seismic
hazards would be less than significant.
a-iv) Landslides.
The project site is within a relatively flat area. No slopes that could be subject to
landslides are on or near the project site. The project would have no impact related to
landslide risk.
b) Soil Erosion.
As noted, Jacktone clay has only a slight water erosion hazard. However, construction
activities would disturb soils on the project site, making them more susceptible to water
erosion.
As a condition of approval, the County Public Works Department would require the
project to submit a grading plan that shall be approved prior to approval of the Final
Maps. The grading plan shall be prepared in accordance with California Building Code
Appendix J, Section J104.2. Under this section, the grading plan shall show the existing
grade and finished grade in contour intervals of sufficient clarity to indicate the nature
and extent of the work and show in detail that it complies with the requirements of the
California Building Code. The grading plan also shall comply with the provisions of
California Building Code Appendix J, Section J107, which sets standards for placement
of fill, including maximum slopes and soil compaction, that would minimize potential
erosion issues.
Pock Lane Public Review Draft IS/MND 3-32 May 2022
