Box 388 <br />Stockton, CA 95201-0388 <br />Subject: Proposed Construction of Soil Aeration Cell at 26080 Thornton Road, Thornton, <br />CA, Site Code 1864 <br />Ms. Meays: <br />This letter has been prepared by Smith Technology Corporation on behalf of Ms. Donna Gardner, <br />to propose the construction of an onsite soil cell for the purposes of aerating the petroleum <br />impacted soil stockpiled onsite. <br />BACKGROUND <br />In February 1995, Smith Technology personnel supervised the excavation of approximately 1,400 <br />cubic yards of soil from the vicinity of the former underground storage tanks. The excavation pit <br />was subsequently backfilled with imported self compacting material. In correspondence dated <br />November 14, 1995, San Joaquin County Public Health Services Environmental Health Division <br />(PHS/EHD) requested an evaluation of remediation alternatives including off-site disposal of the <br />contaminated soil or on-site soil aeration. Both alternatives were investigated, and on-site soil <br />aeration was determined to be the most cost effective and efficient method of soil remediation. <br />PROPOSED FIELD ACTIVITIES <br />Smith Technology proposes to construct a soil cell to aerate the impacted soil excavated in <br />February 1995. The stockpiled soil will be spread out on the site at a height of no more than <br />three feet to promote aeration. The soil will be placed on visquene plastic. All soil cell <br />construction procedures will comply with the San Joaquin Valley Unified Air Pollution Control <br />District (APCD) Rule 4651, December 17, 1992. The letter from APCD authorizing uncontrolled <br />soil aeration at the Gardner Property and Rule 4651 is contained in Attachment 1.
