4.1.3 Contaminated soil exposed for the sole purpose of sampling. <br />4.1.4 Soil contaminated solely by VOC containing liquid that has an initial <br />boiling point of 302° F or higher, as determined by ASTM D86-78, <br />provided that the soil is not heated above ambient temperature and <br />samples of the contaminating liquid can be obtained. <br />4.1.5 Soil which is contaminated through natural seepage of liquids from <br />natural sources. <br />4.1.6 The emergency excavation and decontamination of soil performed by, <br />under the jurisdiction of, or pursuant to the requirements of, an <br />authorized health officer, agricultural commissioner, fire protection <br />officer, or other authorized agency officer. Whenever possible, the <br />APCO shall be notified prior to commencing such excavation. <br />5.0 Requirements <br />5.1 Excavation of Contaminated Soil <br />5.1.1 The owner or operator who is performing an excavation as the result <br />of the removal of an underground storage tank, leakage from a storage <br />or transfer facility, accidental spillage, or other deposition, shall <br />monitor for VOC contaminated soil during the excavation of the <br />material. <br />5.1.2 If VOC contaminated soil is detected, the excavated soil shall be either <br />transported off-site for treatment, recycling, disposal in an approved <br />disposal site, stockpiled or returned to excavation, and covered as <br />required by Section 5.1.3. <br />5.1.3 Contaminated soil which is not being treated shall be covered except <br />when soil is being added or removed. The soil may be covered with <br />a layer of uncontaminated soil no less than six (6) inches deep; or, it <br />may be covered with a tarp or other covering, provided no head space <br />where vapors may accumulate is formed. <br />5.2 Limited Aeration <br />5.2.1 Limited aeration shall be subject to the following conditions: <br />5.2.1.1 is prohibited within 1000 feet of the nearest residence <br />unless a risk assessment performed using the CAPCOA <br />sNUAPCD 4651 -2 12/17/92 <br />
