Mark Taylor Street, Stockton, California <br />WKA No. 10020.09 <br />Dear Soil Boring Permit Department: <br />Wallace-Kuhl & Associates (WKA) prepared this work plan to describe consulting services to <br />advance soil borings at 15 locations, to a maximum depth of 10 feet below ground surface. The <br />borings will be located on property currently identified as the Cannery Park Subdivision Units 7 <br />& 9 Disposal Ponds (herein referred to as Site). The Site includes approximately 7.5 acres that <br />was formerly operated as two disposal ponds. <br />BACKGROUND <br />WKA has submitted the report titled, Phase I Environmental Site Assessment, Cannery Park <br />Subdivision Units 7 & 9. Lt. Col. Mark Taylor Street, Stockton, California, WKA No. 10020.07, <br />dated February 9, 2021 (Phase I ESA Report). The Site records revealed the ponds received <br />process wastewater from food canning activities and were later used to dispose off-specification <br />fruit and food cans. The 7.5-acre Site occupied portions of San Joaquin County Assessor's <br />Parcel Number 122-020-250 (9.15 acres) from at least 1975 until at least 2006, when the ponds <br />were reported to have been backfilled using soil from an adjacent property, located to the north. <br />Harding ESE, Inc. reported in their 2002 report, that a geophysical survey had identified <br />anomalies that evidenced debris having been buried within the ponds. ATC Associates, Inc. <br />(ATC), in their report, Report of Disposal Pond Sampling, Excavation, and Backfill, Former <br />Signature Fruit Plant No. 4. 3200 East Eight Mile Road. Stockton, California ; dated March 3, <br />2006, presented information that elevated concentrations of lead were present at two locations, <br />G2-1 and G6-4. ATC completed excavation and off-site disposal activities of soil surrounding <br />the two locations and from seven pits that were excavated to remove soil containing lead <br />concentrations. ATC presented information showing that soil in the excavation floor was free of <br />elevated lead concentrations. <br />www.wallace-kuhl.com
