<br />Environmental Health Department SAN JOAQUIN <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PGE Date: Feb 08, 2021 <br /> <br />RP Mailing Address: 1108 MURPHYS GRADE RD Record ID#: COU4YU8DG <br /> <br />ANGELS CAMP, CA 95222- Program Element: 2546 <br />Spill Location: 4402 FOREST LAKE RD, ACAMPO <br /> Release/Spill Response (excluding Joint Team) <br /> <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />APPROXIMATELY 80 GALLONS OF MINERAL OIL RELEASED FROM POLE MOUNTED TRANSFORMER. <br /> <br />OBSERVATIONS: <br />According to Alex Steele, Environmental Field Scientist for PGE, approximately 80 gallons of mineral oil was released on to <br />soil of private property. <br />Alex stated that PGE employees covered the spill for now. The spill site cannot be cleaned up until area dries up, currently <br />too muddy to allow heavy equipment too pass through. EHD will be notified once clean up resumes. <br />SPILL AREA HAS NOT BEEN CLEANED. <br />All generated clean up wastes must be transported according to all applicable manifesting procedures (HSC25160 (b)(3)) <br />and disposed of according to all applicable Title 22 regulations. The disposal of any hazardous waste, or the causing <br />thereof, is prohibited when the disposal is at a facility which is not permitted or authorized for hazardous waste disposal. <br />[HSC25189.5 (a).] <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br /> <br />ORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />IMMEDIATELY. <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Please notify EHD when weather conditions clear up and allow for the clean up of the 80 gallons mineral oil to resume. <br />For all waste generated from clean-up of soil impacted with mineral oil. Handle all hazardous waste according to Title <br />22 California Code of Regulations for hazardous waste.
