The emergency storage basin is used to divert effluent when the Facility is under routine maintenance <br />and or during emergency incidents. The wastewater is held in the emergency storage basin until the Facility <br />slowly returns water back to the treatment system. As described during our conversation the spill made it to the <br />Facility's stormwater drain which discharges to the emergency storage basin. The incident was reported to CUPA, NRC and the Regional Water Quality Control Board; <br />the leak was stopped the minute it was discovered; the Liquid Ammonia has been contained, no clean up was necessary; <br />on account of the rain, some Ammonia is expected to have been washed out to the emergency storage pond. <br />Lydia Baker and Haza Saeed, the San Joaquin County Environmental Health Specialists, did a site inspection. The spilt <br />Ammonia hadc, because of the rain, made its way to the Emergency Storage Pond, as it is supposed to do and contain <br />the spill, along with the surface run off, as a part of the storm water system. <br />As a reminder: the water from the emergency storage pond cannot be discharged to the receiving river, and is returned <br />to the aeration basins to properly treat the water along with the normal influent. <br />The Current Situation: <br />A Notice to Abate has been issued by the San Joaquin County to stop any discharge from the storage pond. I have been <br />in touch with Ms Lydia Baker to lift the stop order on the emergency storage pond return. <br />1
