Box 1810 <br />Stockton, CA 95201 <br />Subject: Thornton Well Site Right-of-Entry for Feasibility Study and Completion of the <br />Groundwater Investigation at 26456/26080 Thornton Road, Thornton, CA, <br />Dear Mr. Tschirky: <br />This correspondence has been prepared by ATC Associates Inc. (formerly Smith Technology <br />Corporation) to request permission to access Thornton Municipal Well No. 2 (Supply Well) <br />property located in the southeast corner of Thornton Road and Stockton Street, Thornton <br />California. (Figure 1). <br />This request is being made to implement ATC's Workplan to Implement a Feasibility Study and <br />to Complete the Groundwater Investigation (Workplan) dated October 30, 1997. In brief, the <br />workplan proposed to advance a total of six soil borings and completing the borings as three <br />vapor wells, two monitoring wells, and one air sparge well. One of these borings was to be <br />completed as a deep monitoring well to address vertical definition of the site's dissolved <br />groundwater plume and it's potential impact to Thornton Municipal Well No. 2 (the Supply <br />Well). Proposed well locations are shown on Figure 2. <br />During a project meeting held on December 8, 1997 which was attended by Mary Meays of San <br />Joaquin County Public Health Services, Environmental Health Division (PHS/EHD), Dean <br />Gilman of San Joaquin County Public Works, Ron Wall of San Joaquin County Utilities <br />Maintenance District, and Tom Lutterman of ATC, it was concluded that additional information <br />would be obtained prior to the installation of a permanent monitoring point at depths greater than <br />70 feet below ground surface, the reported depth of the Supply Well's annular seal. This <br />additional work may include cone penetrometer testing prior to the installation of the deeper well.
