Thornton Road, Thornton, California <br />Mrs. Clancy: <br />Smith Technology Corporation is involved in a subsurface investigation of former underground <br />gasoline storage tanks (USTs) at 25056 Thornton Road in Thornton, California. <br />Petroleum hydrocarbon contaminated soil was excavated from the former location of the former <br />USTs at the site, and six groundwater monitoring wells have been installed to monitor <br />groundwater quality beneath the site. Very low levels of gasoline hydrocarbons associated with <br />the former UST have been detected in the soil and groundwater in the vicinity of the former UST <br />excavation. Due in part to the presence of a water supply well near the project site, the San <br />Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has requested <br />the installation of additional soil borings to further assess soil and groundwater conditions. <br />The ideal location of some of the proposed soil borings/groundwater monitoring well lies within the <br />boundaries of your property (APN 001-150-13-0) located at 26140 N. Thornton Road. The <br />placement of the soil borings/monitoring well on your property would be of great assistance to the <br />investigation and would consequently benefit the community of Thornton with minimal inconvenience <br />to you. Figure 4 shows the proposed locations of the soil borings/monitoring well on your property. <br />The soil boring will be approximately 1.5 inches in diameter and advanced to approximately 30 feet <br />below ground surface (bgs). If a monitoring well appears warrented, a 2-inch diameter monitoring well <br />will be installed to a depth of approximately 30 feet below grade. Both the soil borings and possible <br />monitoring wells would be installed in accordance with local and state regulations and under the <br />regulatory guidance of PHS/EHD. Upon completion of the soil borings, the borings would be properly <br />filled from the bottom to the ground surface with neat cement. Wells, if installed, would be completed <br />at grade (flush with ground surface). Once the well is installed it will likely be monitored on a quarterly <br />basis (four times per year) for the duration of the investigation.
