PHS/EHD has the <br />following comments for your consideration. <br />The proposal included the construction, on visqueen plastic, of a three foot high soil <br />aeration cell which would comprise the approximately 1,400 to 1,600 cubic yards of <br />contaminated soil that is currently stockpiled on site. The aeration proposal would comply <br />with San Joaquin Valley Unified Air Pollution Control District Rule #4651. Soil samples <br />would be collected quarterly, at a frequency of four field samples composited to one lab <br />sample for every 100 cubic yards, to monitor progress. <br />Please note that for confirmation that the remediation is complete, additional confirmation <br />soil samples may be necessary. <br />PHS/EHD concurs with the additional site activities which are proposed including: the <br />filling of the excavation depression with overburdened soil, the removal of the fencing <br />surrounding the existing stockpiled soil, and the removal of weeds and other material on <br />site. <br />If confirmation sampling of the aerated soil is differentiated from monitoring sampling, <br />PHS/EHD grants approval of the above referenced work plan.
