Box 388 • Stockton, CA 95201-0388 <br />209/468-3420 V <br />LE '-NOV 1 4 199E- <br />RE: Donna Gardner Property Site Code: 1864 <br />26056 Thornton Road <br />Thornton CA 95686 <br />San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br />has reviewed the October 24, 1995 "Soil Excavation Report" prepared by Smith <br />Environmental. PHS/EHD has the following comments for your consideration. <br />The excavation which occurred in February 1995, removed approximately 1,400 cubic <br />yards of soil. While residual soil contamination exists, a significant portion of the <br />contamination was removed. <br />A total of 15 soil samples were collected to begin to characterize the residual soil <br />contamination; yet only 11 underwent laboratory analysis and were listed in the <br />Attachment 1: Soil Sampling Report - Soil Excavation. Please provide a full description <br />of the soil samples collected and why samples which were collected under inspection <br />did not undergo analysis. <br />It was agreed that those samples with obvious contamination would undergo total lead <br />analysis and one sample without contamination would undergo analysis to determine <br />background levels. The samples which were to undergo lead analysis were NW1, [W1, <br />131, 82, EW2 at 10 and 12', WW1 at 8 and 12'. Conclusions regarding the distribution <br />of lead were not included in the report. <br />Residual soil contamination is evidenced in samples collected from the bottom of the <br />excavation, B1 and 82, from the eastern sidewall, EW2-12, and from the northern <br />sidewall NW-11. Due to caving problems and a nearby high pressure water line, <br />samples were not collected from the northwestern wall. A test pit was excavated to field <br />screen residual contamination in this area; however no information regarding this activity <br />was included in the report. Also, detection limits were significantly elevated as noted in <br />the report.
