PHS/EHD has the <br />following comments for your consideration. <br />PHS/EHD agrees that the excavation of hydrocarbon contaminated soil is an effective method of <br />remediation. <br />Confirmation soil samples should include analysis of total lead and soluble lead. If the levels of total <br />lead exceed 13 ppm, proceed with analysis of soluble lead using the waste extraction test. Deionized <br />water should be used as the extraction solution for the waste extraction testing in lieu of the acid <br />extraction solution. This procedure yeilds results more indicative of the amount of soluble lead present <br />under normal site conditions. <br />Additional confirmation soil sampling may be required depending on the final volume of the excavation. <br />A minimum of five confirmation soil samples will be required, four from the sidewalls and one from the <br />bottom. A minimum of one sample every 20 linear feet is required as confirmation sampling. Stockpile <br />characterization, for remedial treatment selection, should include one discrete soil sample per 50 cubic <br />yards which may be lab composited 2:1. Please schedule the excavation by August 29, 1992. <br />Pursuant to Section 2652(d) of the Underground Storage Tank Regulations, a quarterly monitoring <br />report shall be submitted to PHS/EHD and the Central Valley Regional Water Quality Control Board <br />(CVRWQCB) until the investigation and cleanup of the site is deemed adequate. Initiate quarterly <br />sampling immediately. The last quarterly sampling occurred March 4, 1992. PHS/EHD informed RESNA <br />and your attorney, Mr. Hoslett that the nearby Thornton Municipal Well #2 should also be sampled. <br />Schedule the next quarterly sampling event by August 29, 1992.
