THORNTON ROAD, THORNTON, SAN JOAQUIN COUNTY <br />(REGIONAL BOARD CASE # 390412) <br />A letter dated 26 May 2006 from the legal counsel (Hakeem, Ellis & Marengo) for Mr. and Ms. <br />Barber to the San Joaquin County Environmental Health Department (SJCEHD) formally <br />requested a change of lead agency. In a letter dated 31 May 2006, SJCEHD transferred the <br />regulatory agency lead to the Regional Board for the cleanup of petroleum hydrocarbons at <br />the former Donna Gardner property, 26056 N. Thornton Road, Thornton (Site, Figure 1). <br />Please address all future correspondence to the address in the header of this letter, and <br />continue to send copies of written correspondence to SJCEHD. <br />According to SJCEHD records, on 5 September 1989, three gasoline Underground Storage <br />Tanks (USTs) of unknown size were removed from the Site. The results from the maximum <br />soil confirmation samples for the USTs removal were: Total Petroleum Hydrocarbons as <br />gasoline (TPHg), 830 milligrams per kilogram (mg/kg); ethylbenzene, 9.4 mg/kg; and xylenes, <br />70 mg/kg. Due to the soil results and close proximity of Thornton Municipal Well #2 (Well #2), <br />the SJCEHD required an investigation of the petroleum hydrocarbons release. <br />The Well #2, installed in 1978 and located approximately ninety feet from the Site in the <br />shallow groundwater crossgradient direction, is screened from 135 to 150 feet below ground <br />surface (bgs), 160 to 185 feet bgs, and 225 to 235 feet bgs. The sanitary seal is located from <br />surface to 70 feet bgs. The flow is rated at 979 gallons per minute and the static water level <br />was 0.9 feet bgs in May 1982.
