Thornton Road (APN 00115048), Thornton, CA <br />San Joaquin County Environmental Health Department (EHD) has received a letter dated May <br />26, 2006, from the professional law corporation of Hakeem, Ellis, and Marengo, written on behalf <br />of Ronald and Bonnie Barber, requesting oversight of the investigation of contamination at the <br />above-referenced site resulting from an unauthorized release of petroleum from underground <br />storage tanks be transferred to the Central Valley Regional Water Quality Control Board <br />(CVRWQCB). In compliance with Health and Safety Code Section 25296.10 (c )(6) and your <br />request, EHD is transferring the site to the CVRWQCB for oversight. <br />Previously, EHD oversight costs were invoiced to the SWRCB through the Local Oversight <br />Program contract and EHD did not handle the billing. Since you requested CVRWQCB be the <br />lead oversight agency, this case will be removed from the Local Oversight Program. <br />San Joaquin County Ordinance Code requires well permits be obtained from EHD whenever any <br />well or boring is constructed or destroyed, including boreholes for environmental investigation, <br />and that the fieldwork be inspected. EHD must charge for the staff time spent permitting and <br />inspecting these well/borings. The current hourly rate charged by EHD is $93. To process future <br />well/boring permit applications needed to conduct work required by CVRWQCB, an account must <br />be established with EHD. Enclosed is a Master File Record (MFR) for you to complete and return <br />to EHD with a payment of $279 (minimum three hours of work).
