26056 Thornton Road, Thornton
Page 2
EHD directs you to collect groundwater samples from all the monitoring wells and
the Thornton municipal well each quarter of the calendar year, have the samples
analyzed for TPH-g, benzene, toluene, ethyl-benzene, xylene, MTBE, DIPE,
ETBE, TAME, TBA, 1,2-DCA and EDB using EPA Method 8260B and submit the
data and quarterly report to Geotracker, the State Water Resources Control
Board data base. Contact Ron Rall at the San Joaquin County Public Works
Department to gain access for collection of groundwater samples from the
Thornton municipal well and submit copies of the analytical results of those water
samples to him.
In addition, a work plan is to be submitted to EHD by December 1, 2005. The
work proposed should complete the investigation of the lateral and vertical extent
of the soil and groundwater contamination so that the mass of contamination
remaining can be calculated and evaluated. The work should also include an
evaluation for performing groundwater extraction from monitoring wells MW3 and
MW4, and address disposal options for any extracted groundwater.
Please be advised that the State Water Resources Control Board Cleanup Fund
may no longer exist after December 31, 2010. It normally takes several years of
active cleanup and then post remedial monitoring to get a site to the status that
further action is not required, so expediting cleanup at this site and removing the
threat of impact to the Thornton municipal well is in your best interest.
If you have any questions contact me at (209) 468-3449 or Harlin Knoll, Senior
REHS at (209) 468-3442.
Donna Heran, REHS, Director
Environmental Health Department
Margaret Lagorio, Supervising REHS
Unit IV
c: H2OGEOL — Gary Lowe
San Joaquin County Public Works — Ron Rail
CVRWQCB — Jim Barton
