Accountability Procedure <br /> Once the evacuation is complete, all employees must be accounted for. That is the only <br /> way missing persons that may need to be rescued can be identified. Each supervisor is <br /> responsible for making or obtaining a heal count of all employees in his unit as soon as an <br /> evacuation occurs, and making a report on the results to the next higher level of authority. <br /> If there is any possibility that an employee who is missing or unaccounted for may still be <br /> in a danger area, the on-site rescue people roust be notified at once. <br /> The key to emergency response is anticipating, identifying, and eliminating hazards that <br /> can cause emergencies. Some of the biggest hazards of that kind can be eliminated or, at <br /> least minimized,through good housekeeping, proper control of flammable and toxic <br /> substances, proper welding and cutting procedures, proper use and care of electrical and <br /> mechanical machinery and equipment, and caroful control of smoking and other ignition <br /> sources. The following rules are designed to aid in that hazard control program. <br /> Good Housekeeping <br /> Don't let scrap and trash accumulate. Use trashcans, pick up oily rags, clean up oily <br /> deposits, and keep storage areas neat. If there is nothing to ignite or burn — fires and <br /> explosions won't happen. Also, don't block extinguisher and fire hose stations with <br /> materials or equipment. In the event of a fire or other emergency situation, such <br /> obstructions could add costly minutes to the extinguishing process, <br /> Flammable and Toxic Substances <br /> All toxic substances, paints, thinners, solvents, fuels, and combustibles must be properly <br /> stored. All flammable liquids must be in approved safety cans. Solvents are provided and <br /> checked out in those cans and all unused solvent, as well as used portions, should <br /> be returned to the proper storage area at the end of the workday. When working with <br /> solvents and other flammable materials, stay away from ignition sources, flames, sparks, <br /> and heat generating sources. Rags, which have been soaked with flammable, should be <br /> properly discarded. <br /> Welding and Cutting <br /> Before beginning, move all combustibles a safe distance away; or, move the work to a <br /> safe location, If neither of the foregoing steps is possible, protect the exposed <br /> combustibles with suitable .fire resistant barriers (Le.,welding screen, fire cloth, or treated <br /> plywood), and provide a fire watch with extinguishing equipment readily available. <br />
