ENVIROIWENT HEALTH <br /> 1801 Reliance Street PERMIT/SERVICES <br /> Modesto, California 95358 <br /> TARTARIC WASTE KA TF.R APPLICA TTONA T TME STE R R-4 ORGANICS <br /> LANDSCAPING FACILITY, MANTECA, SAN JOAQUIN COUNTY <br /> On 17 May 2002,the Regional Water Quality Control Board received Tartaric Manufacturing's <br /> Waste Disposal Test report, which summarizes the 15 May 2002 demonstration of wastewater <br /> application onto Sierra Organics' windrows. The submitted report is incomplete and will need to <br /> be revised prior to receiving the Regional Board's concurrence with further disposal of Tartaric <br /> Manufacturing's Pond 4 wastewater onto Sierra Organic's windrows. This letter identifies the <br /> report deficiencies. Please submit a revised report, which addresses all of the comments below, <br /> no later than 30 June 2002: <br /> - Please submit a facility map at a 1:100 scale that depicts the site boundaries, the location of <br /> any domestic or monitoring well(s), the surface water drainage pattern, and the prevailing <br /> wind direction in relation to the windrow orientation. <br /> - The plan does not include enough detail to evaluate if the wastewater application procedure <br /> would successfully reduce the threat to water quality that currently exists. The wastewater <br /> supplied from Tartaric Manufacturing for this application is considered a"designated waste" <br /> under California Water Code Section 13173. Therefore,the presence of any leachate or <br /> over-spray related to the application is a violation of California Code of Regulations Title 27. <br /> Please include a detailed description of the best management practices (i.e. an application <br /> rate, waste storage plan, a contingency plan, etc...) and equipment design that will be used to <br /> eliminate the generation of runoff and leachate containing Tartaric Manufacturing <br /> wastewater or constituents from that wastewater adjacent to or beneath the windrows. <br /> - This report must be submitted to all interested parties for comment. During our 15 May 2002 <br /> discussion, Staff conveyed to you that this report must receive concurrence from all <br /> interested parties. The report received by the Board was only copied to Mr. Loren Jessop of <br /> Sierra Organics. Please provide evidence that the revised report has the approval of the San <br /> Joaquin County Environmental Health Department, the San Joaquin Valley Unified Air <br /> Pollution Control District, and the facility permit holder, Forward landfill. <br /> California Environmental Protection Agency <br /> Recycled Paper <br /> The energy challenge facing California is real.
