December 20, 2002

Mr. Ross Atkinson
Regional Water Quality Control Board
3443 Routier Road, Suite A
Sacramento, CA 95827-3003

SUBJECT: Consolidated Forward Landfill Project Public Hearing

Dear Mr. Atkinson:

This letter is to respectfully request your attendance at the public hearing that is
scheduled for 7:00 p.m. on January 16, 2003, at 1601 E. Hazelton Avenue, Stockton, CA,
to discuss the proposed conditional use permit for the Consolidated Forward Landfill and
to certify the Final Environmental Impact Report. The responses from the community
around the site have revealed concerns with the groundwater contamination from the
Austin Road Landfill site.

The Environmental Health Department feels that your attendance at the meeting is
necessary to help the local residents understand the existing groundwater contamination
issues and the current efforts being made to remediate the site.

If you have any questions regarding this matter, please contact Robert McClellon,
Supervising REHS, of my staff at (209) 468-0332.

Sincerely,

Donna Heran, REHS, Director
Environmental Health Department

DH:RM

RM/Word/Forward Consolidated CUP
