For asbestos, a strict Asbestos-Containing Materials(ACM) handling program will be <br /> developed, and will include the f 'ng: <br /> (a) Bagged ACM will be dumped only onto the working face of the asbestos disposal area <br /> and not onto the flat compacted landfill surface. Bulldozers will then push soil cover onto <br /> the working face to cover the ACM bags and will not contact the bags. <br /> (b) For Forward site employees engaged in handling asbestos materials, Forward will <br /> implement one of the following: <br /> • a three day approved asbestos workers training program <br /> • any asbestos training program specific to landfill employees that has been <br /> developed,described, or required by regulation by either the CIWMB or Cal-OSHA <br /> • any other asbestos training program approved by Cal-OSHA <br /> (c) Provision of water at the working face to keep ACM damp until covered. <br /> Continuation of the annual physical evaluations of all on-site Forward employees for asbestos <br /> exposure. <br /> Workers will not be allowed to eat near the active landfill. <br /> c. 32 Austin 1994(L11),Austin 2 (L1.0 <br /> Working clothes should be left behind at the landfill and cleaned by the operator; <br /> Changing areas should be provkled at the project site so that workers do not carry material <br /> off-site;and <br /> Dust accumulated on non-wa items should be removed by vacuuming, not brushing or <br /> blowing. <br /> d. 33(E.2) <br /> Proposed as Part of the Project: <br /> The Forward Landfill load-chug program,°which is designed to mitigate against <br /> hazardous waste being placed in the landfill,will continue to be implemented for the <br /> consolidated landfill. <br /> Landfill operators will be trained to recognize and properly segregate and handle hazardous <br /> waste. This will include a 24-hotw hazardous waste materials management training program <br /> that complies with 29 CFR, Secfion 1910. <br /> e. 34(E.3) <br /> Proposed as Part of the Project: <br /> The Standard Safe Work Practices listed in the Forward, Inc. Site Health and,Safety Program <br /> and Contingency Plan will be irnplemented by the operator. <br /> The landfill operator will comply with the provisions of CCR Title 27, Section 20590,which <br /> requires that ODM personnel wear and use approved safety equipment for personal heath <br /> and safety. <br /> Landfill access will continue to be controlled to limit unauthorized entry by persons or <br /> vehicles. <br /> San Joaquin County UP-00-7, ER-00-27orward, Inc. <br /> Community Development Page 8 <br />
