Consolidated Forwa@nc. Landfill Page 20
81 (1.4)
Proposed as Part of the Project:
If leachate is delivered to the City of Stockton Regional "'astewater Con- of Facility, the
project sponsor will provide for independently corroborated test results to the City to
demonstrate the chemical composition of the leachate extracted from the p:oposed
consolidated landfill project. Monitoring and testing of land, -genera:td leachate will meet
the requirements of the City of Stockton Wastewater Ordinance and the Cin,Municipal
Utilities Department. -
If leachate quality is not acceptable for disposal at the Reg onal Waste`a::-Control Facility,
the project sponsor will either have the Ieachate collected ani disposed o=-Site by a licensed
Treatment and Disposal Facility,or will develop on-site Ieac :e procesS_ng that will result in
treated leachate that is acceptable for disposal at the w-aste'va:er«eatmen:pant or acceptable
to regulatory agencies for on-site use. The design and ope_:_on of any on-Sae leachate
processing that is implemented will comply with all applica::e '._,,vs and-__dations.
J. CULTURAL RESOURCES
82 (11)
Proposed as Part of the Project:
If prehistoric archaeological resources are discovered during excavation and construction of
the proposed project. the project sponsor will suspend all the irru_date vicinity of
the find pending site investigation by a qualified archaeolo_s: or cultural -sources
consultant to assess the materials and determine their signitica_nce. If the q^_Iified
archaeologist determines that the find is an important archaeological reso=. the project
sponsor will provide funding and time to allow recoverins an archaeological sample or to
implement avoidance measures. Work could continue at oth—,, locations whine archaeological
mitigation takes place.
The project sponsor will allow only a qualified archaeologist or cultural resource consultant
to collect any prehistoric cultural resources discovered on the site.
If prehistoric archaeological deposits that include human remains are discovezrd by the
project sponsor or any construction contractors during development of the project site, the
project sponsor will notify the County Coroner immediately. If the remains are found to be
Native American, the Native American Heritage Commission will be notified writh 24 hours.
The most likely descendant of the deceased Native American will be notified and given the
chance to make recommendations for the remains. If no recorrunendations are made within
24 hours, remains may be reinterred elsewhere on the property. If recommendations are
made and not accepted, the Native American Heritage Commission will mediate the issue.
If avoidance of important prehistoric archaeological resources is not feasible. the project
sponsor will prepare an excavation plan in coordination with a qualified archaeologist or
cultural resources consultant. The resources will not be disturbed until this plan is completed.
An excavation plan will consist of the methodical excavation o those portions of the site(s)
that would be adversely affected. The work will be accomplished within the context of a
detailed research design and in accordance with current profess.-oval standards. The plan
must result in the extraction of sufficient volumes of non-redundant archaeoloczi al data so as
to address important regional research considerations. must be prepared and pe-'ormed by
qualified professionals. must be consistent with the guidelines o.the Native _.erican
Heritage Commission, and„rust result in detailed technical repo:ts.
