Box 6336 <br />Stockton, California 95206 <br /> <br />Subject: Transfer/Processing Report for Forward Inc. <br /> <br />The San Joaquin County Environmental Health Department (EHD) received a <br />Transfer/Processing Report (TPR) from Forward Inc. In review of the TPR, several <br />issues came to our attention regarding the information in the TPR. The following <br />information below is a list of findings and issues that need revision and correction: <br /> <br />1. The TPR does not explain in detail and take into consideration how the permitted <br />tonnage for Forward Landfill and the permitted tonnage for the Resource <br />Recovery Facility (RRF) will affect operations and quantities of waste that can be <br />accepted. <br /> <br />2. Appendix E, Load Checking. The section is outdated and inaccurate. For <br />example, the second paragraph on page two states, “…commercial and industrial <br />waste loads (not including non-recyclable wastes such as asbestos, ash, and <br />contaminated soil) are brought to Forward Landfill Transfer Station before the <br />waste is disposed in the landfill…” The section should be updated and made <br />relevant to the proposed operations. <br /> <br />3. Appendix A, Corporate Resume. The section is short and insufficient. It needs to <br />contain more detail about the corporation. <br /> <br />4. Section 3.0, Operations Plan. The section does not reference Title 14 CCR <br />Section 17408.2, on regulation of medical wastes. <br /> <br />5. Section 2.0, Transfer Information and Appendix B, Capacity Design Calculations. <br />The EHD has determined that the design calculation of piled material being 15 <br />feet high is excessive and needs to be modified for safety reasons. <br /> <br />In order for EHD to accept the TPR, the issues mentioned above must be examined, and <br />revised where needed. <br />
