Page 3 of 4 <br /> I know that the involved regulatory agencies will want to communicate directly with CalTrans about this. <br /> We suggest there might be information present(based on the investigation completed to date) to start the <br /> preparation of a preliminary plan for the closure of the entire refuse found areas (on both properties). <br /> I didn't think that the limited information we gathered in the CalTrans property was sufficient to determine the <br /> entire refuse areas there, but I will leave that for others to decide. <br /> You have stated that the VOCs at MW-5 are apparently due to insufficient capture of landfill gas. This <br /> is something that may need to be investigated further to assure that the gas generated from these newly <br /> found refuse is the cause of groundwater contamination. <br /> Interesting - it had not occurred to me that the newly found refuse might be the source of the impact at MW-5, and <br /> I certainly didn't suggest it. I believe it would be impossible to determine whether the impact came from one <br /> property or the other. However,we may be able to adjust the LFG collection enhancement within County property <br /> to collect from the immediately adjacent refuse in the CalTrans property as well as our own (we are working with <br /> the Regional Water Quality Control Board on this issue of groundwater impact). <br /> We have also received two letters from the County LEA, one to the County as the operator of the landfill <br /> and the other to the State of California(Caltrans)requiring remediation of the waste found outside of the <br /> closed landfill and options for such remediation.
