Progress of Corrective Action Measures is submitted during the first and third quarters, and
is therefore included in this quarterly report. TO -14 analyses of soil gas are included in this
report, along with concentrations of major gasses (02, CO2, CH4, and N2) per your request.
Concentrations of parameters in all wells were within established concentration limits. VOCs
were not reported in any groundwater well except well MW -5 (the impacted well) where six VOCs
were reported above PQL, none above 10 ppb. These low concentrations are consistent with the
previous quarter, showing that degradation of groundwater by VOCs from landfill gas has been
halted.
Sanitas software reports a "significantly increasing" trend for nitrates in well SB -1 based on a trace
concentration of approximately 0.05 ppm. This situation demonstrates one of the less useful
features of the Sanitas software: that Sanitas can characterize minor variations in very low
concentrations as a significant trend when neither the trend nor the concentration is significant.
Delineation of the extent of refuse within the landfill property was completed this quarter,
identifying where refuse is not provided with closure cap. Refuse was also discovered within the
adjacent CalTrans property, apparently placed before operation of the landfill by the County. We
stand ready to proceed immediately to extend the closure cap as needed within County property,
but the requirement that the refuse on both properties be covered in a single project, coupled with
the present unwillingness of CalTrans to accept responsibility for refuse on their property has
delayed further action in this area.
I certify under penalty of law that I have personally examined and am familiar with the information
submitted in this document and all attachments and that, based on my inquiry of those individuals
immediately responsible for obtaining the information, I believe that the information is true,
accurate, and complete. I am aware that there are significant penalties for submitting false
information, including the possibility of fine and imprisonment.
