1 <br /> 5.4 REFUSE <br /> Refuse will not be excavated in this investigation. The following is provided for <br /> completeness. <br /> The landfill contains household refuse, demolition debris, tree trimmings, and <br /> miscellaneous refuse. To the best knowledge of the County, hazardous <br /> materials have not been disposed at the site. However, some items that are <br /> currently defined as hazardous waste (paint, insecticides, etc.) may have been <br /> included in household waste disposed at the site. <br /> Potential hazards associated with the direct contact with refuse include: <br /> 1. Biological infection <br /> 2. Household hazardous waste <br /> Unidentified drums may be present in the refuse. If drums are uncovered during <br /> pot-holing and excavation, the area shall be cordoned off and the CIWMB and <br /> EHD officers notified. The area shall be flagged and excluded from the work <br /> zone until the drum can be better characterized. At no time shall workers attempt <br /> to remove or handle any such item. If any suspicious odors or other materials <br /> are observed by workers, the suspect debris and/or source shall be cordoned off <br /> and CIWMB and EHD shall be contacted to conduct air monitoring or other <br /> identification as appropriate. <br /> 5.5 DRILLING <br /> Characterization of materials encountered during drilling will be performed by <br /> inspection above original grade. Workers will not break the plane of an drilling <br /> location with mouth or nostrils unless the safety of the excavation is first <br /> monitored to verify that the environment meets OSHA requirements for oxygen <br /> and combustible gas. Such monitoring will be with portable electronic test <br /> equipment designed for that purpose with (Lantec GEM or equivalent). <br /> Workers will not perform work that involves sources of combustion (such as <br /> welding equipment) or any other work that generates temperatures that could <br /> ignite methane, unless the safety of the area has been verified. <br /> In the event that the oil pipeline which runs along the work area is ruptured when <br /> drilling, the owner of the pipeline (Russell Guidry 310-816-2063) will be <br /> immediately contacted. <br /> Work Plan—Soil Gas Monitoring Well Installation San Joaquin County <br /> Corral Hollow Sanitary Landfill Public Works Department <br /> Page 6 of 7 Solid Waste Division <br />
