HAZELTON AVENUE <br />STOCKTON, CALIFORNIA 96201 <br />(209) 468-3000 FAX (209) 468-2999 <br />www.sigov.org/pubworks <br />SUBJECT: CONTINUING INVESTIGATION OF EXTENT OF REFUSE <br />CORRAL HOLLOW SANITARY LANDFILL <br />Dear Mr. Del Frate: <br />As we discussed, delineation of the extent of refuse and closure cap at the Corral <br />Hollow Landfill continues to reveal pockets of refuse beyond the landfill closure cap. <br />Although the groundwater monitoring data seems to indicate that the impact to <br />groundwater, if any, has subsided since improving the drainage in 2003, Title 27 CCR <br />requires that all refuse be under a closure cap. <br />Investigation along the northern and eastern property fence (proposed in our letter of <br />June 26, completed two weeks later on July 9) indicates pockets of refuse between the <br />closed landfill area and Corral Hollow Road and in the CalTrans property adjacent to <br />our landfill (Figure Attached). At that time, we considered that this refuse was probably <br />from the operation of the Corral Hollow Landfill, and understood that access to CalTrans <br />property would require an encroachment permit. We have since reviewed a historical <br />narrative indicating that both the Corral Hollow Landfill and the CalTrans parcel are <br />subdivisions of a single large parcel that contained refuse at the time of subdivision. I <br />am sure you understand San Joaquin County's reluctance to take responsibility for <br />refuse that was on CalTrans' property at the time of acquisition; however, at your <br />request, we would be pleased to provide a backhoe for a day to investigate the adjacent <br />CalTrans property while our contractor is on site to investigate within our own property. <br />We have received an offer from Mr. Steve Rodarte of CalTrans, facilitated by Mr. Robert <br />McClellon of San Joaquin Environmental Health, to allow us to investigate the presence <br />of refuse in the CalTrans in his presence property without an encroachment permit, <br />thereby allowing us to coordinate work in the CalTrans property with work in our own. <br />As mentioned in an earlier email, this investigation is scheduled to begin this Thursday, <br />August 16, at 8:00 am. <br />
