Interstate Highway 580 at forral Hollow Road, Tracy CA Page 2
August 27, 2007
® Final closure with a prescriptive closure cap as described in Title 27 of the California Code of
Regulations (T27CCR). The construction of a closure cap would require that the cap be
designed in accordance with T27CCR and approved by the RWQCB, CIWMB and the EHD.
The option to utilize a closure cap would require that Caltrans and the County of San Joaquin
coordinate efforts to manage the closure as a single project.
If Caltrans decides to conduct a clean closure on their property, the mitigation could be handled as two
separate projects. However, coordination between the agencies would still be required to ensure that any
cap constructed on the Corral Hollow Landfill property was not disturbed or damaged, and that proper
drainage was maintained.
Your agency is directed to submit a timeline, which includes coordination with DPW-SWD, to conduct
further investigation to define the full extent (vertical and horizontal) of the waste, and dates for
implementation of a plan to mitigate the waste outside the closure cap. The timeline must be received by
the EHD, RWQCB, and the CIWMB by September 21, 2007.
Thank you for your assistance with this matter. If you have any questions, please contact me at (209)
468-0332.
Sincerely,
Obert McClellon, Program Coordinator RENS
Environmental Health Department
c: Todd Del Frate, California Regional Water Quality Control Board, Central Valley Region
Michael Carroll, San Joaquin County, Department of Public Works, Solid Waste Division
Desi Reno, San Joaquin County,Department of Public Works, Solid Waste Division
Michael Wochnick, California Integrated Waste Management Board
Gino Yekta, California Integrated Waste Management Board
Steve Redarte, California Department of Transportation
