Interstate Highway 580 at forral Hollow Road, Tracy CA Page 2 <br />August 27, 2007 <br />® Final closure with a prescriptive closure cap as described in Title 27 of the California Code of <br />Regulations (T27CCR). The construction of a closure cap would require that the cap be <br />designed in accordance with T27CCR and approved by the RWQCB, CIWMB and the EHD. <br />The option to utilize a closure cap would require that Caltrans and the County of San Joaquin <br />coordinate efforts to manage the closure as a single project. <br />If Caltrans decides to conduct a clean closure on their property, the mitigation could be handled as two <br />separate projects. However, coordination between the agencies would still be required to ensure that any <br />cap constructed on the Corral Hollow Landfill property was not disturbed or damaged, and that proper <br />drainage was maintained. <br />Your agency is directed to submit a timeline, which includes coordination with DPW-SWD, to conduct <br />further investigation to define the full extent (vertical and horizontal) of the waste, and dates for <br />implementation of a plan to mitigate the waste outside the closure cap. The timeline must be received by <br />the EHD, RWQCB, and the CIWMB by September 21, 2007. <br />Thank you for your assistance with this matter.
