Mr. Michael Wochnic -2- <br />BEYOND • •ERTY BOUNDARY <br />CORRAL HOLLOW SANITARY LANDFILL, SWIS 39 -AA -0005 <br />Unfortunately, refuse was discovered in the adjacent CalTrans property on August 16, 2007. Per <br />our conversations in the weeks following that discovery, I understand that the extension of cover <br />(or other mitigation action) on both County and CalTrans properties is to proceed as a single <br />project. We received a letter from Mr. Robert McClellon on August 31, 2007 informing us of this <br />requirement, apparently after discussing this with you. <br />As directed, we will work closely with CalTrans to develop quickly a structure that will allow us to <br />proceed jointly once delineation of refuse within their property is complete the satisfaction of the <br />involved regulatory agencies, and will proceed in coordination with CalTrans with the joint project <br />as soon as possible. <br />However, I hope you will reconsider this decision. We would much prefer to proceed with <br />remediation within County property independently, thus avoiding any delay. The single confirmed <br />negative environmental impact by the Corral Hollow Landfill is the volatile organic compounds <br />(VOCs) found at concentrations less than 10 ppb in one shallow aquifer monitoring well, MW -5. <br />The deep aquifer remains unaffected by the presence of our landfill, and the slight impact by <br />leachate to the shallow aquifer appears to be subsiding after the drainage improvements of 2003. <br />The VOCs at MW -5 are apparently due to insufficient capture of landfill gas (LFG) by the LFG <br />collection system in that area, and the County has been looking forward to improving LFG <br />collection there. This improvement would be a component of the closure cap extension within our <br />property because the refuse needing more LFG collection is located within that cap extension area. <br />Any new LFG collection features would likely be damaged during the extension of the closure cap, <br />so, regrettably, the improvement of LFG collection must be delayed until the joint project can be <br />executed. <br />If you have any questions, please call me at (209)468-8504. <br />Sincerely, <br />W.
