We understand that site <br /> investigation has been completed and that delineation of refuse and closure cap on the County property <br /> is now complete. As suggested in our letter dated August 9, 2007, and as you have stated in your letter, <br /> the work and the remediation of the refuse found on the County property and the State property <br /> should best be coordinated as one project and closed as such. Caltrans should conduct similar <br /> investigation on their property and share results with the County and other agencies. We suggest there <br /> might be information present(based on the investigation completed to date)to start the preparation of a <br /> preliminary plan for the closure of the entire refuse found areas (on both properties). You have stated <br /> that the VOCs at MW-5 are apparently due to insufficient capture of landfill gas. This is something that <br /> may need to be investigated further to assure that the gas generated from these newly found refuse is the <br /> cause of groundwater contamination. <br /> We have also received two letters from the County LEA, one to the County as the operator of the landfill <br /> and the other to the State of California (Caltrans) requiring remediation of the waste found outside of the <br /> closed landfill and options for such remediation.
