The report was prepared in accordance with Monitoring and
Reporting Program No. 5-01-0176. Based on the current groundwater data from wells MW-5
and MW-8, it is evident that landfill gas (LFG) has impacted shallow groundwater beyond the
previously known limits. In a letter dated 11 April 2007, Board staff approved an Evaluation
Monitoring Program (EMP) work plan to delineate the migrating LFG plume.
The EMP proposed multiple borings and wells to define and characterize the affected
groundwater. In a letter dated 4 February 2008, staff agreed to delay the offsite EMP
investigation if the County installed additional LFG extraction wells in the vicinity of well MW-5
and the northeastern facility boundary. It is staff's understanding the County installed five
additional LFG wells during November 2008. Staff has not received an installation report and
is not aware whether the new wells are operational. Staff requests the County submit a letter
report by 15 January 2008 discussing the installation of the new wells and their operational
status.
Based on the current groundwater data, affected groundwater is not defined northwest of wells
MW-5 or MW-8 and additional assessment offsite is necessary. However, staff is waiting for
an evaluation of the newly installed LFG extraction wells and whether this corrective action will
reduce VOC contamination detected in wells MW-5 and MW-8 to acceptable levels before
requiring additional assessment.
California Environmental Protection Agency
COO Recycled Paper
