Violation T27CCR 20686 — Beneficial Reuse — The green waste pile has grown to be very large. The pile temperature <br />exceeded 180 degrees F. On August 8, 2008 the facility experienced a fire in the green waste processing area. On <br />October 31, 2008 the facility was cited for an area of concern and given direction to monitor and take action when <br />the pile temperature reaches 160 degrees F. There was evidence found in the pile that indicated that the green waste <br />was there for more than 3 weeks. The Joint Technical Document (JTD) indicates that the green waste will be <br />stockpile for no longer than two weeks. The facility is to reduce the amount of green waste stockpile onsite. The <br />remaining stockpile is to be monitored for temperature. The temperature readings need to be taken near the top of <br />the pile and near obvious hot spots. When temperatures above 160 are found the facility operator needs to take <br />immediate action to reduce those temperatures and then document the temperature and action taken. This needs to <br />be placed in the special occurrences log. Implement this process immediately. <br />2. AC T27CCR 20690 — Alternative Daily Cover (ADC) — The previous working face was covered Treated Auto Shredder <br />Waste (TASW). There were several areas near the tippers that exhibited day lighting of waste through the cover. <br />Make sure that all areas are covered prior to leaving the site at the end of each day. <br />3 AC T27CCR 20580 — Lighting — The site was using two light towers in the tipping area in FU -08. One of the light tower <br />appeared to be inoperative. The two light towers did not provide adequate lighting. The light tower located on the <br />west side of FU -08 was facing east into oncoming air traffic. This was cited as an area of concern on the inspection <br />report for September 17, 2008. The light towers shall be placed as to shine in a north or western direction so that <br />they do not cause confusion to the approaching aircraft trying to use the Stockton Metropolitan Airport. <br />4 AC T27CCR 20870 — Hazardous Waste - the used oil filters that were found in the green waste pile during the October <br />31, 2008 inspection were re -located to a trailer near the grinder on that day. During this inspection the same filters <br />were found in the same trailer. The filters require proper handle and are considered hazardous waste. The tippers are <br />currently leaking in the tipping area. The soil beneath the tippers is heavily stained and free product was present. <br />This appears to be an ongoing discharge of oil. Properly repair the tippers to stop the leak and clean up the <br />contaminated soil immediately. <br />5. Notes: <br />A. The active working face is located in the FU -05. The cover used was TASW, PGM, soil and tarps. The site was <br />using one large working face. The MSW and special waste (soil, bottom ash and treated wood) were using the same <br />working face they were accessing it different angles. <br />B. The area around the tipper has debris left from the daily operation. Maintain this area to reduce vector propagation. <br />C. The soil being used for cove on the top deck of FU -03 through FU -06 has debris in it (buckets wood and a drum). <br />Remove all debris from the cover. <br />INSPECTOR SIGNATURE: ��_�,�•— CQ.6_ DATE: // <br />
