March Lane Suite 202 Stockton, California 95207 Subject: Tracy Office Plaza Site Code: 0002083 324 East 11 th Street Tracy, California 95376 Dear Mr. Black: On 20 August 2013, the San Joaquin County Environmental Health Department (EHD) notified you that you were a responsible party for the above-referenced subject site, and that the EHD had assigned the site to the Local Oversight Program for assessment and cleanup of the contamination resulting from a former underground storage tank system removed in approximately 1973. Please submit a work plan to this office by 01 November 2013, which will define the lateral and vertical extent of contamination found at the above-referenced subject site. As notified by letter dated 20 August 2013, Section 25297.15 of the California Health and Safety Code requires that the local agency not consider cleanup or site closure proposals from the primary or active responsible party, issue a closure letter, or make a determination that no further action is required with respect to "hazardous substance" underground storage tank release sites unless all current record owner of fee title to the site have been notified of the proposed action by the primary or active responsible party. This is to inform you that pursuant to Section 25297.15 of the Health and Safety Code, you must provide the EHD certification in writing of your notification to all record fee title owners and a complete mailing list of all record fee title owners prior to the EHD considering any cleanup or closure proposals for the above-referenced site. The EHD requests that the certification and mailing list be included in any cleanup or site closure proposal submitted to this agency so the process is not delayed because of these requirements.
