This workplan was prepared to address recognized environmental conditions (RECs) <br /> identified in the April 2, 2013 Phase I ESA prepared by AEI Consultants. Pangea understands <br /> that a Phase II will also help satisfy concerns of your prospective lender for your loan refinancing <br /> effort. Described below are the project background and the proposed work scope. Additionally, <br /> this workplan was required to obtain a drilling permit from the San Joaquin County Department <br /> of Environmental Health. <br /> BACKGROUND <br /> Based on reviewed information, the subject property was the location of a truck/auto (Chevron) <br /> station from the 1950s until 1973. Records indicate a permit was obtained in 1973 to demolish the <br /> station and remove six USTs. However, no documents confirming the removal of the USTs have <br /> been found at the San Joaquin County Department of Environmental Health (SJEH) or the <br /> Central Valley Water Quality Control Board. <br /> During groundwater monitoring associated with the adjacent downgradient site (Tracy High <br /> School), gasoline and diesel range organics were detected in monitoring wells closest to the <br /> subject property. These monitoring well locations are topographically upgradient from the leaking <br /> underground storage tank that was removed from the Tracy High School property. According to <br /> the Phase I ESA, the presence of the gasoline and diesel range organics in the upgradient Tracy <br /> High School monitoring wells suggest the plume of contamination may be originating from an <br /> upgradient property, such as the former Chevron station at 324 East 11th Street. <br /> PANGEA Environmental Services, Inc. <br /> 1710 Franklin Street#200, Oakland, CA 94612 Phone 510.836.3700 Fax 510.836.3709 <br />
