This design includes a synthetic <br /> plastic membrane overlain by two feet of soil as an engineered alternative to the <br /> prescriptive cover. We propose this design based on RWQCB staff statements that this <br /> design could be quickly reviewed and approved. <br /> b) A Construction, Quality Assurance (CQA) Plan to comply with Title 27 Section 20323. <br /> This Plan is certified by a registered professional in accordance with Section 20324. <br /> c) A Schedule for the closure project. <br /> Per our letter of March 14, 2012, we will submit the revised Closure/Postclosure Maintenance <br /> Plan on or about the start of construction. This will allow the work for that Plan to occur during <br /> the bidding period. <br /> After review and approval by the regulatory community, we expect that the project will be issued <br /> for bid in late July with construction starting in mid-October, completion in mid-December 2012. <br /> Our schedule allows a full month for regulatory review. I hope this can be shortened, as <br /> completion in mid-December assumes good weather in the last quarter of this year. To that <br /> end, I have asked RWQCB Permitting Section to meet with us at their earliest convenience to <br /> discuss the design and quickly resolve any issues. <br />
