Michael Carroll Corral Hollow LF Revised Partial Final Addendum July 3,2012 Page 2 of 2 The Addendums describe the extension of the closure cap on the northeastern side of the previously closed Landfill and addresses sections of the original Final Plans that have been modified due to this closure cap extension. The total area receiving cap is approximately 1.6 acres of which 1.3 acres are owned by the County with the remainder(0.3 acre) owned by Caltrans. The proposed final cap extension for this 1,6-acre area will conform to the standards contained in Title 27 of the California Code of regulation (27 CCR), section 21090 with the exception of substituting geo-composite clay liner(GCL) as the engineered alternative to the prescriptive one- foot thick clay barrier layer. ESB staff previously determined the initial Addendum to be technically adequate complying with 27 CCR regulations in October 2011. The Revised Addendum modifies the proposed final cover. ESB staff finds that the Revised Addendum is in compliance with 27 CCR regulations. Once all other requirements are met (i.e., other agency approvals, CEQA compliance, etc.), the Revised Addendum will be formally approved. Should revisions to the Addendums be required by RWQCB, ESB reserves authority to review and approve or reject such revisions. Upon formal approval of the Addendums, ESB staff requests that an electronic version (PDF Format) is submitted in addition to the already submitted paper hard copy of the Plans. The electronic version should include all drawings and maps corresponding to the hard copy version. Please note that it is the operator's obligation to submit plans that are in compliance with the aforementioned requirements. ESB staff s determination that the Addendums meet these requirements is not intended nor should be construed to preclude ESB from seeking revisions to the Addendums to the extent it is subsequently determined that any part thereof is not in compliance.
