Wyles, Supervisor <br /> Compliance and Enforcement Unit <br /> California Regional Water Quality Control Board <br /> 11020 Sun Center Drive, #200 <br /> Rancho Cordova, California 95670 <br /> SUBJECT: WORK PLAN IN ACCORDANCE WITH NOTICE OF VIOLATION <br /> ISSUED SEPTEMBER 26, 2012: CORRAL HOLLOW SANITARY LANDFILL <br /> Dear Ms. Wyles: <br /> Thank you for your time, and that of other Water Board staff members, at our meeting of <br /> October 17, 2012. 1 feel this was a productive meeting, allowing us to discuss the Notice of Violation <br /> (NOV) issued September 26, 2012 in light of the results of our Evaluation Monitoring Plan, and to <br /> increase the group's understanding of the situation at the Corral Hollow Sanitary Landfill. <br /> Please accept this letter and attachments as the Work Plan required by the NOV. This Work Plan <br /> incorporates the following activities: <br /> • Conducting a water supply well search within a one-mile radius of the site (Figure 1) <br /> • Installing two additional soil gas wells near the landfill property boundary (Figure 2) <br /> This schedule (Figure 3) shows the installation of the wells as soon as conditions permit in the spring. <br /> An important point regarding the schedule is that we must rely on other parties to complete some of <br /> the important tasks, such as review of the design of the LFG migration monitoring wells. For this <br /> reason, the schedule is tentative, but allows the planning of the activities involved. <br /> This letter also confirms our agreement that a fourth permanent off-site groundwater monitoring well is <br /> postponed indefinitely. This decision is based on: <br /> • The extent of the groundwater impact was sufficiently characterized by the data collected from <br /> the three off-site wells now in place. <br /> • The difficulty in obtaining permission from the owner of the property in which we would install <br /> the fourth well. <br /> • General concurrence between the County and Water Board staff that information obtained <br /> from that well would not change the fundamental approach to corrective action. <br /> I will continue to attempt to contact the owner of that property, and will send documentation of my <br /> attempts to your Unit. If we obtain permission to install that well, then the driller contract for the <br /> installation of the LFG migration monitoring wells can be used for this groundwater monitoring well. <br />
