•
0
obtaining encroachment permits from Caltrans and drilling permits from San Joaquin
County Environmental Health Department (EHD).
County (Solid Waste Division) staff has submitted encroachment permits for the
installation of new step -out wells to the California Department of Transportation on
January 12, 2012, for access to the location for the second set of wells (Figure 7). The
County expects to receive this permit without complication.
Solid Waste Division staff also submitted request for drilling permits to the Count EHD
q gp Y
on January 18, 2012. County staff and expect to be issued these permits as well.
Drilling of these three wells is tentatively scheduled for February 24, 2012, assuming
encroachment permit and drilling permits have been issued and surface conditions are
acceptable. It is anticipated that the three Phase II step -out wells will be drilled and
sampled in five working days. Analytical results will be available within 15 working days
after sampling is completed, and a determination to complete well construction or
abandon the step -out wells will be made after the data are received and reviewed.
Permanent wells will be constructed in the Phase II borings if the extent of groundwater
contamination can be assessed from data from these borings. Final construction of
wells in the Phase II borings will include removing any temporary well materials,
reaming the borehole and advancing the borehole to the target depth, installing well
casing, sand pack, sanitary seal, sounding port, monument, and bollards in accordance
with project specifications, and developing the wells.
It is contemplated that well construction will commence as soon as possible after the
temporary step -out well data are received and reviewed. Well construction will require
approximately seven working days.
Assuming the Phase II borings allow assessment of the extent of release, the County will
submit a Phase II well construction report to the RWQCB within 30 days after well
construction is completed. A Phase II EMP report, including an Engineering Feasibility
Study, will be submitted to the RWQCB within 90 days after well construction is
completed.
If the Phase II borings do not allow assessment of the extent of release, then additional
(Phase III) boring locations will be sought.
I
EMP Report—Phase IGeo-Loic Page ■ 10
Corral Hollow Sanitary Landfill ASS O C 1 ATE 5g
February 1, 2012
