Order 3: <br /> • Attachment A apparently includes information based on the maintenance sheet used by <br /> the County at the Corral Hollow Landfill. Please see the attached suggested document. <br /> • Time vs. concentration graphs for VOCs: these will be included. <br /> • This item proposes to use the Water Quality Protection Standard: no comment. <br /> • Statistical trends for each well: no comment. <br /> • The County will document expansion of the LFG system if such expansion occurs. <br /> Orders 4 and 5: The County appreciates that Water Board Staff have considered our <br /> suggestions made in the Engineering Feasibility Study, and that VOC concentration trends be <br /> used to determine the need for further corrective action. <br /> Order 6 requires that, if additional remediation is required based on decision made in November <br /> 2015, the County would submit a report documenting the additional remediation by July 15, <br /> 2016, allowing approximately eight months for installation of this remediation, the method for <br /> which has yet to be determined. This Order asks that we predict occurrences more than three <br /> years in advance. With respect, this time allowed is not sufficient time to complete this task; <br /> and does not recognize the uncertainty associated with this prediction. It is possible that the <br /> County will not have a contract in place to allow design of the remediation method, and it is <br /> nearly certain that the County would not have a contract in place to install the remediation <br /> system designed. <br /> Assuming that the County must seek the design consultant through a competitive bid process <br /> (requiring up to seven months) followed by design (possibly three months) bidding (two <br /> months), award of contract (two months), and construction (possibly three months), the total <br /> possible duration of this process could be fifteen months, twice as long as identified in this <br /> Order. This is a worst-case estimate, but reflects the uncertainty of the prediction made in 2013 <br /> of conditions in 2016. <br /> Order 7: We have no comment. <br /> Order 8: We have no comment. <br /> Comments to Second Draft CDC 5 San Joaquin County <br /> Submitted February 28,2013 Public Works/Solid Waste <br />
