Provide rationale to suppoi. die proposed soil vapor sample locatioi— We recommend adding a table <br />that summarizes this rationale. <br />We recommend adding three additional soil vapor sample locations. One sample should be collected <br />adjacent to the wash rack on east side of the CSMS building and should be analyzed for a full suite of <br />VOCs including chlorinated solvents. If you have previous investigation data on this wash rack that <br />shows a release did not occur, this sample may be unnecessary. A second sample should be collected <br />adjacent to the FMS Building to confirm volatile constituents from the FMS source area have not <br />migrated near this building at concentrations of concern. A third sample should be collected directly <br />above the highest residual petroleum hydrocarbon contamination to determine the "worst case" scenario <br />and assess whether there may an unacceptable risk to future buildings constructed at the site. <br />Central Valley Water Board staff request that you provide the soil vapor sample results for our review <br />prior to decommissioning any of the temporary soil vapor monitoring points. <br />The Draft Work Plan proposes to wait at least one day after installation of the temporary soil vapor <br />monitoring points before sampling. Given the proposed soil vapor samples will be used to assess the <br />potential for vapor intrusion and support site closure decisions, we recommend waiting at least one week <br />to allow subsurface conditions to fully equilibrate. <br />Please notify us at least one week in advance of the soil vapor sampling, so we can schedule a site visit <br />to observe sample collection. <br />I will be in the office next Monday and Thursday if you want to discuss these comments.
