RESOURCES
September 8, 2017
Mr. Marcus Pierce
California Regional Water Quality Control Board
Central Valley Region
11020 Sun Center Drive, #200
Rancho Cordova, CA 95670
(916) 464-4733
Subject: Revised Soil Gas Sampling Letter Workplan
Field Maintenance Shop #24
8020 South Airport Way
Stockton, CA
Global ID 10607700742
Star Resources Corp. Job No. 17042
Dear Mr. Pierce:
This Revised Soil Gas Sampling Letter Workplan was prepared by Star Resources Corp. (Star)
under contract with the State of California Military Department (Contract Number F0713) on behalf
of the California Army National Guard (CA ARNG). The CA ARNG proposes to install and sample
three temporary soil gas probes to evaluate potential soil gas concentrations at three buildings
around former fuel underground storage tanks (USTs). A fourth probe is proposed to determine
worst-case, vapor-intrusion risk at a location overlying the former USTs. This limited investigation is
not meant to be a detailed vapor intrusion assessment, but is being proposed to assist with a
potential no-further-action determination for this site under the State Water Resources Control
Board's Low-Threat UST Case Closure Policy. This letter workplan details the proposed field work
for approval by the Central Valley Regional Water Quality Control Board (CVRWQCB). It was
revised from the original submittal, primarily to relocate one of the proposed sample locations, at the
request of the CVRWQCB.
SITE INFORMATION
The following sections provide background related to the site, UST releases, and historical
assessment activities, primarily obtained from Semiannual 2012 Groundwater Monitoring and
Remediation Progress Report, California Army National Guard. Field Maintenance Shop #24.
Stockton, California (OTIE, 2012b). All report references are provided in Attachment 1.
SITE LOCATION
The site is located at 8020 South Airport Way. Stockton, San Joaquin County. California (Figure 1),
All figures are provided in Attachment 2. The site is one of four divisional areas at the CA ARNG
1026 Blinn Ave., Wilmington, CA 90744
Phone: 310.952.1148 • Fax 310.952.1182
