Revised Soil Gas Sampling I rWorkplan September 8,2017
CA ARNG, FMS #24, Stocktu,., CA Page 5
PREFIELD ACTIVITIES
The following sections detail what activities will be completed prior to implementation of field
work. No field work will start prior to CVRWQCB approval of this workplan. CVRWQCB will be
notified 72 hours prior to any field efforts for coordination purposes.
PERMITS
The lead regulatory agency for this work is the CVRWQCB. Well permits, if necessary, will be
obtained from the San Joaquin County Environmental Health Department (SJCEHD) for each
probe location. The permit applications will be signed by a CA ARNG representative. No work
will be conducted on a City right-of-way; therefore, an encroachment permit will not be
necessary.
UTILITY CLEARANCE
At least 72 hours prior to drilling, the proposed assessment areas will be marked on the
pavement/ground with white paint and/or stakes. Both Underground Service Alert (USA) and
FMS personnel will then be contacted to identify and mark-out underground utilities within the
vicinity of the drilling locations.
SITE SAFETY AND HEALTH PLAN
All field activities will be completed with safety as the foremost concern. A site-specific Site
Safety and Health Plan (SSHP) was prepared to ensure all potential hazards associated with
the site work are addressed. All on-site personnel, including visitors, will be required to
familiarize themselves with the SSHP prior to entering the Site, and it will remain on site during
all field activities. All work will comply with Federal and California Occupational Safety and
Health Association Safety and Health Regulations.
MOBILIZATION AND SITE PREPARATION
As part of mobilization, the site limits and construction zones will be identified and marked in
accordance with the SSHP. Personnel entering the drilling areas will be required to wear the
appropriate personal protective equipment.
A Tailgate Health & Safety Meeting will be performed on a daily basis during work activities,
which will alert all personnel to possible on-site hazards. The Tailgate Safety Meeting Form will
be signed by all personnel present. Minimum site security measures include:
Placing delineators around the drilling work areas;
Using the onsite vehicles, including the direct-push-technology (DPT) rig and support
trucks, as barriers between the work sites and surrounding areas; and
Using caution tape around potentially dangerous areas.
These steps will protect personnel from inadvertently entering the drilling areas and other
hazardous zones during work activities.
""Altar
