S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AutoZone#2858 1100 N Wilson Way, Stockton April 21, 2021 <br /> Other Violations <br /> 3050 See below Unlisted Abandonment/Illegal Disposal/Unauthorized Treatment violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained.When Sokny Tek, Store Manager,was asked how <br /> chemical retail product spills in the store are cleaned up, Sokny stated that absorbent is applied to the spill to clean <br /> it up and then the used absorbent is placed inside the facility's used absorbent drum. However,the facility's used <br /> absorbent drum is labeled as containing used absorbent and paper filters containing oil, and Autozone's Safety, <br /> Health, and Environmental Manual 19.4 states that absorbent used to clean up oil or antifreeze spills is to be placed <br /> in the absorbent collection drum,while absorbent used to clean up chemical spills is to be placed in the appropriate <br /> Bucket Program bucket along with the leaking chemical product, if any. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately re-train the employees. Provide proof of re-training within 30 days to the <br /> San Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include <br /> hazardous waste. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on 4/22/2021 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 5/22/2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
