Make the necessary repairs to the burrow holes and take measures to prevent further burrowing. <br />x <br />20830 - Litter Control <br />Comments: Observed litter on the south side of the property and on the top deck. <br />Without notifying the EHD Operator spread soil excavated from the work area of the Closure Cap extension <br />project that contained moderate amount of litter on the south side of the property and on the top deck. <br />Based on the letter to the EHD dated April 8, 2014 Operator intended to use this soil for long-term post -closure <br />maintenance pursuant to Section 20950 (a)(2)(A)(2) of Title 27 of the California Code of Regulations to repair <br />subsidence and erosion that might occur at the landfill. Operator stated that piles will be relocated off the top <br />deck and provided map with a new location of the excavated soil. <br />The EHD has concerns that the excavated soil that was spread on the top deck may not be able to support <br />vegetative growth to help prevent erosion. Provide erosion control measures to those areas by November 1, <br />2014. <br />a. Remove all litter from entire site for legal disposal. <br />b. Operator should notified the EHD prior of any site activities. <br />Insect1 <br />Report Gclmments,, .! .. . <br />Notes: <br />A. Probes at monitoring wells # 3, 6 and 8, measured less than 5% methane by volume of air. <br />B. Flare was not operating at time of inspection. Operator shall to ensure that the landfill gas control system is operating <br />at optimum efficiency to control landfill gas. Well GW -6 was under violation for Title 27 CCR 20921- Gas Monitoring and <br />Control on June 12, 2012 and under AC on June 4, 2013 during high temperature season. <br />C. Vegetation was at minimum at time of inspection. <br />D. New pile of soil observed on the south side of the property. Soil should be clean and the EHD should be notified <br />where soil is coming from. <br />E. Previous violation cleared. <br />
